The Art and Science of eCQM Field Testing

The Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau (HAB) administers the Ryan White HIV/AIDS Program, which provides a comprehensive system of HIV primary medical care, support services and medication for low-income people living with HIV. HAB and Centers for Medicare and Medicaid Services Alliance to Modernize Healthcare (CAMH), a federally funded research and development center, operated by The MITRE Corporation (MITRE) developed and field tested 4 HIV eCQMs. A rapid, mixed-methods testing approach was designed to address the well-documented challenges with eCQM implementation, and to respond to strong external stakeholder recommendations to carefully and transparently test eCQMs before adoption into accountability programs. This session showcases the methods, results, and lessons learned from the testing process, and highlights opportunities to eCQM development, testing and implementation.
