Discussion with the Speakers: The Art and Science of eCQM Field Testing

A follow-on discussion with the speakers from the 2:30pm session on this topic. The Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau (HAB) administers the Ryan White HIV/AIDS Program, which provides a comprehensive system of HIV primary medical care, support services and medication for low-income people living with HIV. HAB and Centers for Medicare and Medicaid Services Alliance to Modernize Healthcare (CAMH), a federally funded research and development center, operated by The MITRE Corporation (MITRE) developed and field tested 4 HIV eCQMs. A rapid, mixed-methods testing approach was designed to address the well-documented challenges with eCQM implementation, and to respond to strong external stakeholder recommendations to carefully and transparently test eCQMs before adoption into accountability programs.
