Healthcare Payment Policy

Dr. Grischa Metlay is the Technical Integrator for the Health Care Payment Learning and Action Network (LAN). In this capacity, Dr. Metlay has provided strategic recommendations on how to execute work that is consistent with LAN priorities. He has also written several white papers for the LAN, representing the consensus positions of multi-stakeholder work groups, on a classification system for alternative payment models, data sharing, performance measurement, primary care payments, and financial benchmarking. Additionally, Dr. Metlay’s work at MITRE has involved policy development and the operationalization of quality measurement for value-based payment programs at the Centers for Medicare & Medicaid Services (CMS). Prior to joining MITRE, Dr. Metlay taught graduate classes at Northeastern University on healthcare policy and U.S. Food and Drug Administration (FDA) regulations, and he completed a postdoctoral fellowship at the National Institutes of Health (NIH). Dr. Metlay earned a B.S. in Molecular Biology from Cornell University, an M.A. in Sociology from the University of California – San Diego, and a Ph.D. in the History of Science from Harvard University.
