Samuel Sayer leads the development of electronic clinical quality measure (eCQM) tools and technical strategies for practical use of eCQMs. Mr. Sayer previously led the development of population health and interoperability pilots with various state and federal partners. He earned a B.S. in Computer Information Systems from SUNY Polytechnic Institute.
