A lawyer by training, Jessica Skopac has over 15 years of experience in healthcare and public health. Dr. Skopac serves as a project leader within the Care, Cost, Quality and Innovation department at MITRE to provide policy support for the Center for Medicare & Medicaid Services’ Center for Clinical Standards and Quality, specializing in Quality Reporting Programs for both acute and post-acute care settings. She is also Co-Principal Investigator for the development of an ethical and policy framework to guide the use of consumer-generated data for healthcare purposes. Prior to joining MITRE, Skopac served as a health policy analyst at the Hilltop Institute, a non-partisan policy research organization within the University of Maryland, Baltimore County. Skopac received a B.A. in Interdisciplinary Studies, an M.A in Applied and Professional Ethics, a PhD in Health Policy, and a J.D. from the University of Maryland.
